Matt Kavgian, MPA, MAIR
Chief of Staff
Matthew R. Kavgian is the chief of staff at The Corydon Group (TCG) and executive director of the Indiana Economic Development Association (IEDA). He assists TCG’s executive team with strategic direction, managerial oversight, and special projects. Matt has extensive experience in higher education, government, military, and non-profit sectors. He excels at strategy, management, policy analysis, advocacy, and communications.
From 2016-2023, Matt was the director of strategic communications & projects at the Indiana University Foundation. He led communication strategies, supported government relations, and spearheaded numerous presidential initiatives, significantly contributing to the Foundation’s success.
As a senior policy advisor at JRC Integrated Systems (2012-2016), he co-developed strategies that secured funding for Naval Surface Warfare Center Crane, enhancing its defense capabilities and regional economic development impact.
At Crossroads International (2003-2010), he directed public health and educational programs, secured funding, produced award-winning media and developed global partnerships.
Matt began his career as an intern for U.S. Senator Richard G. Lugar, contributing to significant legislative work. He’s also held roles in philanthropic fund development and executive support.
Matt holds master’s degrees in public administration and international relations, and a certificate of advanced study in national security from Syracuse University’s Maxwell School of Citizenship and Public Affairs. He earned a bachelor’s degree in political science from Wheaton College.
